Energy Submetering Obligation for Companies in Hungary

According to a new decree of the Energy Authority, from 1 January 2022 on there’s an obligation for companies with significant energy consumption to install and operate energy submeters at the following metering points:

Update: In accordance with the emergency amendment, 16/2021. (XII. 8.) MEKH postponed the obligations of 2022 until 1 January 2023.

  • Any electronic appliance with power larger than 50 kW (and 1000+ annual working hours) to be measured separately – pumps, compressors, electric engines, etc.
  • Any heating appliance with electronic power larger than 70 kW (and 1000+ annual working hours) to be measured separately – HVAC units, heat pumps, etc.
  • Any factory or building unit, production line with a maximum load larger than 100 kW (excluding the separately measured appliances),
  • Electronic appliances, in respect of which the corporate income tax benefit was utilized (in this case the obligation is effective as of 24 January 2020)

Note: The limit in relation to operating hours does not apply to production lines. So if a machine does not need to be measured on its own because it doesn’t work for many hours, it needs to be measured as a part of production line or technology group.

Which companies are covered by the obligation?

The regulation applies to organizations, that are required to have an energy consultant[1]An economic entity whose annual average energy consumption in the last 3 years has exceeded 400 000 kWh of electricity, or 100 000 m3 of natural gas, or 3 400 GJ of heat. and for which, one of the following conditions is met:

  • The total power and operating hours of a piece of equipment or a related machine group, plant unit exceeds the specified level, or
  • In those cases when the company applies tax relief in relation with an investment and renovation for energy efficiency purposes (for electrical devices or equipments) .
